Effingham administrator, clerk resign

Effingham County commissioners unanimously agreed to accept the resignations of County Administrator David Crawley and his wife, County Clerk Patrice Crawley, Tuesday.

Commissioners gave no reason for the resignations and provided no details about the separation agreement that they agreed to accept, after an hour-long closed-door session.

Commissioners Steve Mason and Reggie Loper said they didn’t see any reason for the resignations but they, along with the others, agreed to accept them.

“They’re fed up,” Commission Chairman Wendall Kessler said of the Crawleys during a break in the meeting Tuesday night. He said he would say more “at the appropriate time” but declined to say when that might be.

Mason said the resignations were due to a vendetta by several of his fellow commissioners. “This was not because of the (county’s financial) audit,” Mason said.

Commissioners Vera Jones, Forrest Floyd and Phil Kieffer have said to reporters in recent days that the county’s financial audit found problems with how the county was operating. Floyd said he had lost faith in the Crawleys.

The three said they had expected to receive the Crawleys’ resignations at the county’s last meeting, which was canceled for lack of a quorum.

About 70 people attended the commission meeting but no one from the public was allowed to comment about the Crawleys. The audience included a number of people from the community, some from other city councils who supported the couple.

Kessler said the audit must be completed before it will be released to the public. They also set workshop for 2 p.m. May 28 to craft management's responses to the  audit.  Jones said the workshop would be public.

The audit is due to the state by the end of June.

“Management has to do it (answer the audit) and we’re management,” Mason said.

Commissioners also agreed unanimously Tuesday to appoint Karen Arnold as interim county clerk.

Terms of the separation, such as any severance pay, were not released. Kessler said they would be available later through the state’s open records act.

David Crawley, who has been county administrator for five years, made $90,000 a year. Patrice Crawley made $50,500 a year. She has been county administrator for seven years.

Commissioners voted 4-1, with Loper opposing, to hire Caines, Hodges and Co. to do an audit of Keep Effingham Beautiful.

Loper said since the county's financial audit is so late, he can't see giving the firm even more work.

The division on the commission was apparent later in the meeting when Jones, during a discussion about money for Olde Effingham Days, said public funds can’t be used for private purposes.

Kessler said he would repay the $2,500 from his personal account if commissioners felt the board’s earlier decision to expend the funds was wrong.

Jones rolled her eyes. “We want to make sure you’re satisfied, Vera,” Loper said. A woman in the audience called out, “Oh yes,” in agreement.

The Effingham County Recreation and Parks competed in the 2013 Class “B&C” State Track meet in Carrollton on May 10-11. There were six kids competing, with two placing. Cheyenne Ryan placed seventh in the eight and under girls running long jump, and William Griffin place fifth in the 100 meter dash and sixth in the 200 meter dash.

The State track meet was the completion of the track season. Recreation had a total of 36 participants this year in the track program. Sixteen participants made it to District and seven qualified for the State track meet.

Effingham County High School senior Jay Wright signed a letter of intent last week to play basketball for Casper Community College in Wyoming. The 5-foot-11 point guard averaged 12 points, 5.1 assists, 3.9 rebounds and 2.5 steals his senior year. Wright helped lead the Rebels to the Class 3-AAAAA Final Four. He was selected to the All-Region 3-AAAAA team and the Savannah Morning News’ 2-13 All-Greater Savannah second team. Wright was joined at this signing by his parents, Clarence and Lucretia Wright.

The Effingham County High School Lady Rebels Soccer Team had two players make first team All-Region Class 3-AAAAA. Players named to the 1st team included junior Kelly Housand, sweeper, and freshman Mackenzi Rogers, midfielder. Three players made the 2nd team All-Region Class 3-AAAAA. Players named to the 2nd team were senior Stacy Burgstiner, goal keeper, senior Macy Zittrouer, defender and senior Jillian Nance, forward.

Mustangs earn region honors

South Effingham soccer team had 5 players earn All-Region Class 3-AAAA honors. Players earning honors were, Muhammado Camara, Billy Heister, Kenny LaFleur, Eli Pulkinen, and Garret Vance. Five other team members earned honorable mention distinctions. Players earning honorable mention were, Pedro Batista, James Coon, Chandler Cubbege, Alex Granzow and Dylan Smith. Coach David Gay received the Region 3-AAAA Coach of the Year. The Mustangs won the 3-AAAA Region.


Knee Mail: The wonderful gift of time

A very special friend is going on a vacation trip at the end of this week. I called her this morning to ask if she would have lunch with me. We planned our date. I just wanted to be with her some before she went out of town.

It was great. Lunch was delicious and the conversation was exactly what I needed. I am so thankful for good friends and the blessings that they are in our lives. We talked and talked, and then laughed and laughed. I enjoyed listening just as much as I enjoyed talking. We must have sat at our table for two hours. The waitress finally came and asked us if we were waiting for dessert.

As my friend and I left the restaurant, we found ourselves once again talking and laughing in the parking lot. She had something in the backseat of her car that she wanted to give to me. However, as we approached her car she opened the trunk. The trunk? We laughed at her absent-mindedness. Then it was time for me to head toward my car and I couldn’t find my keys. I was fumbling all through my purse trying to find my keys. My friend went to take everything out of my hands in order to free them so that I could find my keys. And then, we laughed even harder. We again recognized how much we have in common. All along, I had my keys in my hand. How absent minded can one be?

Time is a valuable gift. I have always appreciated the following statements and I would like to challenge you to consider how you spend your time and who you share your time with. Time waits for no one. Treasure the moments you have and remember, God gives you enough time each day to do His will.

• To realize the value of one month, ask the mother of a premature baby.

• To realize the value of one week, ask the editor of a weekly newspaper.

• To realize the value of one day, ask the daily wage laborer with kids to feed.

• To realize the value of one minute, ask the one who missed the plane.

• To realize the value of a millisecond, ask the person who won a silver Olympic medal.

My friend gave me a wonderful gift today. No, it wasn’t wrapped with a bow on top. It was not inside a gift bag. My great gift today was t-i-m-e. I know that she had a hundred things to do in order to be prepared for her trip; instead she gave me at least 2 hours, maybe 3. How precious. I am grateful, for I feel special.

COUNSELOR'S CORNER: People who jump out of the shower

Back in the day when all telephones were connected to the wall by a cord, I had a friend who was convinced she was obligated to answer her phone every time it rang.

“Someone may need me,” she explained. “And if I don’t answer the phone just because it’s not a convenient time, I won’t know they need me.”

My friend’s then-husband had a difficult time with that brand of telephone etiquette, because she expected him to respond to the telephone just as she did.

Especially if she was calling when he was at home. Even if he was in the shower.

After all, somebody might need him.

I was raised with a different set of telephone values.

“The telephone is a tool for your convenience,” my father frequently reminded us. “You are not its slave.”

Which meant that my father ended up having many more uninterrupted showers than my friend’s long suffering spouse.

My friend and her husband eventually remodeled their bathroom and installed a new shower stall which happened to be a lot more soundproof than the old one. No one planned it that way, but my friend complained to me that it was impossible to hear the phone when she was in the shower.

Her husband nodded and grinned.

If my friend’s husband had chosen to quote some expert on telephone etiquette, he likely would have found the majority opinion to be on his side (and on my father’s).

Although experts don’t hold much water with people who expect their partners to jump out of a warm shower to answer a telephone.

One such authority, Emily Post, was a household word back in the days when telephones were connected to the wall. Her authoritative reach lives on through the Emily Post Institute and its website.

“Be in control of your phone, don’t let it control you!” according to emilypost.com. “Taking a call signals that the person you are with is less important than the person calling. If that’s not the impression you want to make, don’t take the call — the caller can always leave you a voicemail.”

My father would be pleased. My friend would be less pleased.

But even if we take Online Emily’s advice, it is harder to follow these days, with messages reaching us not just from the phone connected to the wall. Now we have email, text messages, Facebook notifications… and sometimes even a land line connected to the wall, to boot.

Sometimes we get electronically savvy enough to collapse some of that incoming information into one mobile device, so we don’t have to look in 3 or four different places to retrieve our messages.

(I learned about that the hard way when I didn’t find out my granddaughter was on the way until she was almost here.)

But with a mobile device, there’s no getting away from it. There’s no missing a call because you weren’t home. There’s nothing leashing the thing to the wall so it can’t follow you out the door. Or into the bathroom with the new shower stall.

Every time something rings, clicks or beeps, you are at its disposal.

It’s enough to drive the likes of my friend the proverbial crazy.

Which makes my father’s advice more important than ever.

Even if some people think that they (and we) should be perpetually and instantly available, it’s OK to resist.

Not just for meetings, or in class. But even for supper, or a conversation with a friend.

And even though some callers might not understand, or appreciate that approach, they will survive.

After all, they’re probably the same people who are willing to jump out of the shower. And expect everyone else to, too.

Tax Assessment Notices mailed Tuesday

The 2013 assessment notice were mailed on May 21 with the last day to file an appeal on July 5, 2013. Appeals can be sent by mail or delivered. Appeals will not be accepted if sent by email or fax. The county does not currently have a secure site for delivery of email or fax. Based on this information, the Board of Assessors adopted a policy to not accept appeals by email in March 2011 and in March 2012 to not accept appeals by fax. Undeliverable notices that are returned will be posted in the courthouse and posted on the Board of Assessors website for 30 days.

The new statewide uniform notice will alleviate taxpayers who own property in more than one county from having to interpret different formats of assessment notices. The notice includes contact information for the person in the office administratively responsible for handling an appeal; the website address of the Effingham County Board of Tax Assessors and a statement that all documents and records used to determine the current value are available upon the request of a taxpayer.

Required in the appeal are the options for the appeal process; a statement is on the notice that options must be declared when the appeal is filed. The options are an appeal to the Board of Equalization with the right to appeal to superior court; the appeal to arbitration without the right to an appeal to superior court; and for non-homesteaded property valued greater than $1 million an appeal to a hearing officer with the right to appeal to superior court. The options are located in the middle of the notice under the statement — “At the time of filing your appeal you must select one of the following.”

In the center of the page on the notice is a description of the property; the property ID number - on notices of real property this is the map and parcel number of the property, acreage and property address. If the property is in conservation use the covenant year is listed. If you receive homestead exemption the homestead code of the type of exemption applied to the property is listed. If the notice is coded NO-SO, homestead exemption is not applied to the property. The returned, previous and current year’s value as well as other value — CUV if you have applied for the Conservation Use Valuation Assessment, are printed under the description information. Your taxes will be based on the current year assessed value. You have the right to appeal these values to the Effingham County Board of Tax Assessors.

The notice also contains an estimate of the current year’s taxes based on the current proposed assessment value for all taxing jurisdictions that may apply to the tax bill. The 2012 millage rate was used in the estimation as the requirement states that the last year’s millage rate be used for the estimation. The notice contains a statement explaining the estimation and that the actual tax bill you receive may be more or less than this estimate. The tax estimation is located at the bottom of the page with the total estimated taxes at the bottom at the right of the page.

The Board of Tax Assessors request that you review your property description, and should you feel your property description information is not correct, please contact the Assessor’s office. You can find the answer to some questions and view property information and parcel maps on our website at: www.effinghamcounty.org; go to Tax Assessors department. The new property values for 2013 have been updated on the website.

Cannons Roar in Rincon

Cannons thundered on the hour Saturday at the first Civil War Experience held in Rincon.

The day-long event featured Civil War re-enactors from the local Sons of Confederate Veterans, Camp Davis, along with re-enactors from Claxton, Augusta and South Carolina. The ladies of the United Daughters of the Confederacy were also on hand in period dress. An encampment filled one portion of the large field next to Lowe’s and behind event sponsor Fuller Chevrolet. The land was recently purchased by the city of Rincon and will also be the site of the next Oktoberfest.

Vendors were on site offering a variety of items, including information, home baked goods, kettle corn, art work, face painting and more.

Effingham County Chamber of Commerce Director Rick Lott said he was pleased with the day.

“I thought our first Civil War Experience was a great way to get this new annual event started here in Effingham,” Lott said.

Lott said he believed about 700 people attended the event.

The weekend’s fun began with a golf tournament hosted by Effingham Health System, Lott said. The golf tournament benefited several local non-profit organizations.

Hearing set for pit bull dog

A hearing has been set for June 26 to determine if the pit bull dog that attacked a 5-year-old Effingham County boy last summer should be euthanized.

William E. Woodrum Jr., chief judge of Effingham County Superior Court, filed a notice of hearing saying that the court has been “informed that there does not appear to be alternative housing available” for the dog, whose name is “Kno.”

Woodrum will hold a hearing at 1:30 p.m. on June 26 to “determine whether the legal rights of Julie Grace and Larry A. Long Jr. shall be terminated as it pertains to their ownership of Kno” and whether the county shall be permitted “to move forward and euthanize Kno.”

The owners of the dog surrendered him to the county after the attack last July 24.

The boy’s family had said they wouldn’t mind if the dog lives, as long as he’s kept away from children. They asked if the dog could be sent somewhere where he could be studied to learn what triggers dogs to attack humans.

Mickey Kicklighter, the court-appointed lawyer for the dog, has said the family does not want the dog adopted.

Kno bit the boy while he was playing with another child in a neighbor’s house in the Paddleford Subdivision. One of the dog’s owners was able to stop the attack by getting the dog outside.

The boy was left with scars and some facial paralysis.

The dog has lived in a 6-foot by 5-foot pen at the county’s animal shelter since the attack. The pen has three concrete walls and a fourth wall made of chain-link fence.

The Historic Effingham Society and the Georgia Historical Society helped dedicate the county’s newest historical marker on Ebenezer Road that commemorates a nearby spot where about 5,000 newly freed slaves drowned at Ebenezer Creek. The slaves, who were following Union Gen. William T. Sherman’s troops, were believed to be holding the flanks from their destination in Savannah, when the soldiers were ordered to destroy the bridge over the creek, leaving the slaves trapped between the rushing waters and advancing Confederate troops. Many slaves chose to brave the swim rather than meet demise at the hands of Confederate Brig. Gen. Jefferson C. Davis’ soldiers.

Ground was broken on this date for the Veteran’s Park of Effingham County, a Springfield park that honors “the men and women of Effingham County who have served on active duty during the time of the Revolutionary War, Civil War, World War I, World War II, Korea, Viet Nam and Gulf wars.” The park is at the intersection of Ga. 21 and First Street.

Norfolk-Southern installed flashing lights, gates and a bell at the intersection on Ramsey Street, a short stretch of roadway between Railroad Avenue and Laurel Street just north of Zoller Drive in Springfield. Federal funds covered about 80 percent of the light’s $90,000 cost. The railroad will pay to maintain the light, expected to cost about $2,600 annually. Railroads usually install crossing signals after getting a request from a state government, and after winning a go-ahead from state and federal governments.

We greatly appreciate the many calls and face-to-face thanks that show the point of our editorial was not lost. Using a draft audit against county employees — instead of waiting for the final and public document — is not in our opinion the way to handle things. When the audit is final and can be released we will definitely let our readers know its content, no matter who it may impact.

LAUREL:

Congratulations to the graduating classes of Effingham County High School and South Effingham High School. These students will be saying goodbye this weekend to the most familiar in their lives and stepping into a new world.

Some will move on and find what many consider to be success — a high paying career.

For some life will be tougher from a financial standpoint.

Both courses can be considered a success.

We remind these graduates that success in life should be measured by one’s own yardstick, not by the size of your home, your bank account or the standards of another.

We wish them all the best and our hope is each finds their own success. We could list more of the usual advice given to seniors at graduation time each year, but we will save those words for someone more eloquent to impart.

LAUREL:

We send our hopes and prayers to those in Oklahoma impacted by the monster of a tornado that devastated a community on Monday. We can only hope the death toll continues to decrease from what was first reported.
