By an act of this date, Effingham County’s first County site was located at Tuckasee-King near the Screven County line. Effingham was one of the eight original counties created by the Georgia Constitution in 1777. The county is named for Lord Effingham, an ardent supporter of colonial rights. From 1787 to 1796, the county site was at Elberton on the north side of the Ogeechee River near Indian Bluff. In 1799, the Legislature appointed five Commissioners to lay out a new county site, which became the town of Effingham. The site was later moved to Springfield and incorporated in 1838.
