Effingham commissioners hire Allen as administrator

Effingham County commissioners voted unanimously Tuesday night to hire Toss Allen as county administrator at an annual salary of $95,500.

They also agreed to give Allen $33,250 in back pay for the 17 months he’s worked as interim administrator.

Allen had been making $72,600 as the county’s civil engineer and while he worked as interim county administrator, a position he took in May 2013, shortly after David Crawley resigned under pressure.

After Crawley left Effingham County, he worked for a year as public works director in Springfield before becoming county manager of McDuffie County.

Commissioners also agreed Tuesday night to give Allen a car allowance of $450 a month, the same Crawley collected. Allen’s contract is for one year.

Crawley was making $90,000 a year when the left the county. Crawley’s contract with the county did not specify a specific time when it would end.

Allen was hired to be a civil engineer for Effingham County in July 2010. Before that, he said he worked as a civil engineer in Statesboro from 2008 to 2010 and in Effingham County from 2005 to 2008.

He said he did commercial land development and that his clients included several Effingham County commissioners.
